Yokohama, August 23, 2025 (LANA) - Deputy Chairman of the Presidential Council, Abdullah Al-Lafi, affirmed that Libya, by virtue of its geopolitical location and African depth, represents a pivotal pillar in the regional security system.
This came in his address to the leaders and heads of state and government participating in the ninth summit of the Tokyo International Conference on African Development (TICAD 9).
Al-Lafi said that Libya extends its hand to its brothers on the continent and its international partners in a spirit of openness and responsibility, to contribute to everything that promotes peace, development, and true African integration.
He added that Libya has faced years of political and institutional turmoil, but today it stands at a new threshold, believing that recovery is not out of reach, but rather a realistic path supported by strong popular will and promising economic capabilities.
The Deputy Chairman of the Presidential Council pointed out that stability can only be achieved through comprehensive national reconciliation and an inclusive national dialogue that excludes no one.
He pointed out that discussing peace and security in Africa cannot be separated from fair development, social justice, and respect for national sovereignty. He emphasized that the continent's vast human potential and natural resources qualify it to be a unique global development model.
Al-Lafi praised Japan's balanced role in supporting the African continent, emphasizing that Africa does not need guardianship as much as it needs partnerships based on mutual respect, knowledge transfer, and the strengthening of its own capabilities.
The Deputy Chairman of the Presidential Council called for enabling the African Union to fully play its role in resolving conflicts and building peace, in coordination with international partners and through a fair UN system that restores balance in international relations.
