UN mission spokesman: The formation of the new government will come after the completion of the restructuring of the High Electoral Commission.

Tripoli, August 22, 2025 (LANA) - The spokesperson for the United Nations Support Mission in Libya (UNSMIL), Mohammed Al-Asaadi, confirmed that the roadmap announced by the Special Representative of the Secretary-General, Hanna Tetteh, before the Security Council represents a comprehensive plan of gradual and simultaneous steps aimed at leading the country toward national elections and unifying institutions.
In press statements reported by the UN mission on Friday, Al-Asaadi explained that negotiations to form a new, unified government will not be easy, but they are necessary and urgent, noting that a strict timetable cannot be imposed for this step.
He added that an agreement on the formation of the new government will come after the completion of the foundational step of restructuring the High National Elections Commission, by completing the formation of its board of directors, ensuring its financial independence and operational capacity, and amending the legal frameworks regulating the electoral process, in accordance with the recommendations of the Advisory Committee, within a maximum of two months.
Al-Asaadi explained that what distinguishes this roadmap is the broad participation and engagement of a large number of political parties, with the aim of achieving consensus and strong support for any future government.
Tetteh presented the broad outlines of the roadmap, emphasizing that it seeks to end the transitional phases and help Libyans enter a period of stability and certainty.
She emphasized that an unrealistic timeframe cannot be set, but she believes that a period of 12 to 18 months is sufficient to implement the roadmap, provided there is goodwill and rapprochement between the parties.
She also warned that the mission will monitor any attempts to obstruct implementation, noting the possibility of the Security Council resorting to imposing sanctions on obstructors.
