The Telecommunications Authority announces its agreement with Huawei Libya to ensure the continuation of its activities

Tripoli, August 20, 2025 (LANA) – The General Authority for Telecommunications and Informatics (GTI) of the Government of National Unity announced on Wednesday that it had reached an agreement with Huawei Libya to ensure the continuation of its activities in accordance with applicable legislation.

The Authority clarified in a statement that Huawei Libya has committed to full compliance with the provisions of Law No. (22) of 2010, its implementing regulations, and the circulars and instructions issued by the GTI.

The Authority indicated that its officials met with representatives of Huawei Technizon Technical Services – Libya Branch to discuss a number of points related to the regulatory and legislative procedures governing the work of international companies in Libya.

The Authority emphasized the importance of full compliance with Law No. (22) of 2010 on Telecommunications and its related implementing regulations, as they are the legal reference regulating the work of all actors in the telecommunications sector.

For its part, Huawei explained that it has been operating in Libya for more than twenty years, and has contributed to infrastructure development and national capacity building during that period. It also affirmed its full commitment to applicable Libyan laws and that it will continue its cooperation with the Authority to ensure that all its activities comply with the country's legal and regulatory frameworks.

Last Sunday, the General Authority for Communications and Informatics announced the suspension of Huawei's activities in Libya for violating national and international laws and ensuring the protection of national security.

The Authority attributed the suspension to Huawei's entry into illegal contracts with illegitimate entities within the country, which constitutes a breach of Libyan national security and a violation of national laws and legislation, most notably Law No. (22) of 2010 on telecommunications, which authorizes the General Authority for Communications and Informatics to issue licenses and permits in this sector.

The statement explained that the company's violation of international rules and obligations constitutes a violation of the basic principles of the International Telecommunication Union (ITU) regarding respect for the sovereignty of member states, a violation of international standards requiring all companies to respect the local laws of sovereign states, and a violation of international commercial norms that prohibit the conclusion of contracts outside legal and official frameworks.

The Authority concluded its statement by affirming that all Huawei activities within Libya are immediately suspended until their status is resolved, and that any transactions or contracts concluded outside the legal frameworks approved by the Authority are considered null and void.
