Tripoli, August 14, 2025 (LANA) – The Chief of Staff of the Libyan Army and the United Nations Support Mission in Libya (UNSMIL) agreed on the importance of resolving all disputes through peaceful means, emphasizing respect for human rights and the rule of law, and the need to unify the military institution under a unified civilian authority.

This came during a meeting in the capital, Tripoli, between the Special Representative of the Secretary-General of the United Nations in Libya, Hannah Tetteh, and her Deputy for Political Affairs, with Lieutenant General Mohammed Al-Haddad, Chief of Staff of the Libyan Army and Chairman of the Truce Committee.

According to a tweet published by the mission on Thursday via the "X" platform, Lieutenant General Al-Haddad briefed the UN envoy on the efforts made to consolidate the truce in the capital, expressing his thanks to the mission for the technical support and advice provided in this regard.

The mission confirmed that the meeting came in preparation for the upcoming Security Council briefing on Libya, where views were exchanged on the steps necessary to achieve elections, unify institutions, including the military and security services, and end the successive transitional phases.

According to the mission, Tetteh and Khoury exchanged views with Haddad with the Security and Military Arrangements Committee on recent security developments in the capital since the May 2025 clashes. Tetteh praised the committee's efforts to date in calming tensions and preventing further clashes, and emphasized the committee's decisions to avoid decisions taken by Libyan actors that could be considered provocative, in order to prevent further violence, maintain calm in Tripoli, and protect its citizens.

The mission explained that the envoy agreed that the fighting in the capital is having serious negative impacts on public life and civilian safety, and that dialogue is necessary to resolve outstanding security issues. She also discussed with committee members the need to engage all security actors to promote security sector reform and restructuring in the western region as part of state-building efforts.
