Sabha, August 8, 2025 (LANA) – The Center for Strategic Studies at Sabha University, in cooperation with the Department of Political Science at the Faculty of Commerce and Political Science, organized an important discussion panel titled "Outcomes of the Advisory Committee to the United Nations Support Mission: Between Reality and Implementation." The panel included a number of academics and political experts, along with media professionals, civil society activists, and representatives of various local political movements.

The panel focused on discussing the four outcomes proposed by the Advisory Committee as possible options for ending the transitional phase and placing the country on a stable political path.

These outcomes included a proposal to hold presidential and legislative elections, preceded by a preliminary phase beginning with a political agreement through which a new government would be formed to oversee the transitional phase.

Participants also discussed the option of electing a legislative council, which would later be used to draft a permanent constitution. They also discussed a proposal emphasizing the need to adopt the constitution first as a prelude to any electoral process, through a comprehensive political settlement that ensures the unification of institutions before embarking on any constitutional process.

The fourth option addressed activating political dialogue mechanisms based on the Constitutional Declaration and the Political Agreement, leading to the formation of a Constituent Assembly and a unified executive authority with specific tasks and a clear timeframe leading to legislative elections.

Abu Bakr Al-Mabrouk Bashir, Director of the Center for Strategic Studies at the University of Sabha, presented an analytical review, highlighting the feasibility of implementing these outcomes in light of the current political challenges and the repercussions of regional and international situations.

The participants recommended the formation of a unified executive authority responsible for organizing the electoral process and working to remove obstacles hindering the constitutional referendum. They emphasized support for the Libyan-Libyan process under national leadership, strengthening the role of the official military and security institutions, and dissolving irregular armed groups, thus contributing to the stability of the country's security and political landscape.
