Tripoli, July 26, 2025 (LANA) - Head of the Presidential Council, Mohamed Menfi, affirmed on Friday that Libya supports the African position calling for the abolition of the veto power held by permanent members of the United Nations Security Council.
This came during his participation in the sixth summit of the African Union Committee of Ten on Security Council Reform, held virtually via Zoom.
Menfi added that if the veto power continues, justice requires that the African Union also wield it, through the African countries it nominates, which will obtain permanent seats on the Security Council.
In his speech, Menfi explained that representation on the Security Council must reflect all peoples and regions, based on equality and balance, provided that this does not undermine the African demand for at least two permanent seats and five non-permanent seats.
Al-Menfi continued, stating that the veto is no longer an effective tool for ensuring peace. Rather, it has become an obstacle in many issues. It is not a privilege, but rather an imbalance of power within the international system.
In his speech, Al-Menfi called for an effective and transparent Security Council, calling for genuine reform that would make it more capable of responding to conflicts, more balanced in its representation, and more accountable to member states.
Al-Menfi emphasized that the Security Council is an institution that ensures the security of all, not a discretionary power exercised by a few states. He rejected the Council's continued disregard for African conflicts or its adoption of decisions without involving the concerned states or without respecting their sovereignty. He reiterated his condemnation of the Council's silence—in its current permanent composition—regarding the crimes committed against the defenseless Palestinian people.
He emphasized the importance of external political action, proposing that the committee address a joint letter to the leaders of the permanent members of the Security Council, reflecting the unity of the African position, followed by direct diplomatic action at the level of leaders and foreign ministers.
Al-Menfi noted that holding the seventh summit of the Committee of Ten on the sidelines of the UN General Assembly next September will be an important step, not only to confirm political momentum, but also to convey Africa's voice directly to the international community at a symbolic moment, before all countries and at the UN headquarters itself.
Al-Menfi reiterated Libya's full commitment to the unified African position embodied in the Sirte Declaration and the Ezzolini Consensus on UN Security Council reform, explaining that Libya places its diplomacy and its position at the service of this just path, calling on all our brothers on the continent to continue coordination and speak with one voice until the goal is achieved.
