Tripoli, July 20, 2025 (LANA) – The Prime Minister of the Government of National Unity, Abdul Hamid Dbaiba, affirmed that the Libyan state is moving forward in consolidating the principles of justice and respect for the law, emphasizing that "justice is a sublime divine value, and the more we establish justice, the more the state is established."

Dbaiba said during a meeting held today to follow up on the progress of work at the Ministry of Justice, the Judicial Police Department, and the ministry's affiliated bodies that the government is determined to continue its campaign to enforce the law and address grievances. He explained that "what is being achieved today in bringing prisons under the authority of the Ministry of Justice is evidence of the serious path toward real reform."

The Prime Minister added, "The era of impunity is over," explaining that "no one is above the law, and there is no longer any protection from weapons or affiliation with any criminal." He emphasized that "justice is not limited to the influence of a militia, but rather is an integrated system." Dbaiba continued, "No party outside the law may decide on imprisonment, pardons, or accountability." He pointed out that some prisons are still run by individuals involved in rape, murder, and torture, which is completely unacceptable.

Dbaiba announced that the release of detainees illegally is a direct result of the law enforcement campaign, noting that the continued disregard for release orders or the failure to implement court rulings constitutes an attack on the prestige of justice.

He pointed out that "a citizen has spent ten years in prison without a trial, and this is absolutely unacceptable." He emphasized that prolonged pretrial detention without trial constitutes a "serious imbalance" in the justice system.

The Prime Minister affirmed that reforming the Judicial Police Service is a national project that will not be reversed, noting that the government is continuing to restructure the service to ensure it is not infiltrated and is free from suspicion, in addition to holding accountable all those involved in human rights violations inside prisons.
