Tripoli, June 29, 2025 (LANA) - The Central Bank of Libya (CBL) revealed the existence of counterfeit and fraudulent notes exceeding 3.5 billion dinars of the second edition of the 50-dinar denomination printed in Russia, after sorting through the amounts deposited by commercial banks.

The CBL said in a statement issued today, Sunday, that the amount issued of this denomination printed in Russia amounted to 6.650 billion dinars, while the amounts deposited to the CBL amounted to approximately 10.211 billion dinars. This exceeds the amounts officially issued according to the restrictions of the Benghazi Issuance Department.

The CBL added that this procedure did not comply with the requirements of Article (39) of the Banking Law and is not registered in the records of the CBL in Benghazi, which constitutes an illegal seizure and causes serious harm to the national economy.

The CBL explained that the amount issued of the first edition of the 50-dinar denomination amounted to 7 billion dinars, while the amounts deposited to the CBL amounted to approximately 6.828 billion dinars.

The bank stated that the large-scale printing of this denomination outside the Central Bank of Libya (CBL) negatively impacted the value of the Libyan dinar, contributed to a significant increase in demand for foreign currency in the parallel market, and exacerbated the risks of money laundering and terrorist financing.

It noted that this prompted the CBL's Board of Directors to issue a decision to withdraw the 20-dinar denomination from the first edition printed in Britain and the second edition printed in Russia and replace it with a more secure currency. This was due to concerns about the presence of quantities of this denomination printed outside the CBL. The CBL set September 30, 2025, as the last date for its circulation, in order to preserve the structure and strength of the currency.

The CBL confirmed that it had taken all necessary legal measures in this regard, including submitting a report to the Attorney General and informing the House of Representatives of the incident. It indicated that it would announce the final results as soon as its competent departments complete the counting and sorting process.
