Al-Menfi and Dabaiba agree to reorganize the powers of security, military, and judicial institutions.

Tripoli, June 25, 2025 (LANA) – The meeting of the Presidential Council Chairman, Mohamed Al-Menfi, held this evening, Wednesday, at the Nasr Forest Halls Complex in the capital, Tripoli, with the Prime Minister of the Government of National Unity, Abdul Hamid Dabaiba, focused on discussing a number of political, security, and financial issues of national priority, most notably the follow-up on security arrangements, the activation of the commission, and the control of public spending.

The Presidential Council's media office reported that during the meeting, both sides emphasized the importance of implementing security arrangements and supporting the Tripoli Security Directorate, ending all forms of detention outside the jurisdiction of the judiciary, and subjecting all prisons to full judicial jurisdiction in coordination with the Attorney General, as a basis for consolidating the rule of law and guaranteeing rights.

It was also agreed to reorganize the responsibilities of the security, military, and judicial institutions, ensuring that there is no conflict of powers and competencies in accordance with the basic organizational structure, and to support the Ministries of Interior and Defense in performing their duties in a safe and organized environment.

According to the office, both sides renewed their support for the efforts of the United Nations Support Mission in Libya (UNSMIL) and emphasized the importance of continuing coordination with it on political and security issues, thus enhancing the chances of comprehensive national consensus. In the same context, the two sides reviewed developments in the activation of the High Commission for Referendum and National Inquiry, emphasizing the importance of conducting a broad, neutral, and transparent public survey as soon as possible to establish any constitutional process on the basis of genuine popular consensus.

Regarding the financial aspect, the office explained that the two sides emphasized taking joint measures to address public spending that violates the financial law and the provisions of the political agreement. They emphasized the need for a unified budget and for public funds to be subject to mechanisms of oversight, prior planning, review, and disclosure after contracts, ensuring respect for the people's right to knowledge and accountability.

The media office indicated that, at the conclusion of the meeting, the President of the Presidential Council and the Prime Minister of the Government of National Unity conducted an inspection tour of the guest palaces in the Abu Salim area to monitor their readiness and preparations for official and administrative tasks.
