(LANA-Opinion): Will the Berlin 3 conference succeed in reaching international consensus on a solution to the Libyan crisis?

Berlin, June 20, 2025 (LANA) - Germany will host a new round of the Berlin Conference on Libya (Berlin III) on Thursday and Friday, June 19-20, with the aim of restoring political momentum, particularly international momentum, following the political deadlock and the failure of all local tracks to reach solutions to the Libyan crisis. The Berlin 3 conference will be attended by countries concerned with the Libyan issue (the United States, Turkey, France, Britain, Italy, Germany, China, Russia, and the Congo), as well as Arab countries (Egypt, the United Arab Emirates, Algeria, and Tunisia). Regional and international organizations (the United Nations, the European Union, the African Union, and the Arab League) will also be present, in addition to Libyan parties (the House of Representatives, the High Council of State, and the Government of National Unity).
A Libyan journalist residing in Germany told the Libyan News Agency that this conference, whose agenda or level of representation has not yet been officially announced, is expected to review the decisions of previous conferences and international reports on Libya and raise a number of key issues related to the Libyan crisis. These include the security situation in Libya, the foreign military presence in Libya, the withdrawal of all mercenaries and foreign forces from Libyan territory, the unification of institutions, the outcomes of the Advisory Committee of the United Nations Mission in Libya, and the paths to the constitution and elections.
The same source explained that this conference is expected to achieve unified political visions, reach international consensus to address the key issues related to the Libyan crisis, and push toward a political solution. Bringing the views of the Libyan parties closer together, in preparation for launching a comprehensive political process that will lead to the country's reunification and stability, and the organization of parliamentary and presidential elections that will establish legitimate authorities for the country.
The source concluded his statement to (WAL) by pointing out that, due to the current escalating and dangerous international situation, including the Iran-Israel war, and the world's anticipation of its events and developments, he expects that many countries' representation at the conference will be limited to the level of ambassadors or senior officials in foreign ministries.
