Tripoli, 15 June 2025 (Lana) The Advisory Committee of the UNSMIL reviewed a set of proposed options aimed at addressing the problem of executive authority and the existing political division as part of efforts to support the electoral process and achieve comprehensive national consensus.
The committee stated on the official platforms of the mission today that it studied several topics, including holding elections under two governments, merging the two existing governments through a political agreement, and dividing executive authority between three regional governments, in addition to the proposal to form a new government with a unified executive authority.
In its assessment of the first topic, the committee believed that holding elections under two governments would deepen the political division and create confusion within the executive leadership, jeopardizing the electoral process and undermining overall stability in the country.
Regarding the proposal to merge the two existing governments, the committee noted that this option, while potentially mitigating tensions, lacks sufficient guarantees to ensure neutrality and stability. It also relies on temporary power-sharing, which could raise the conflict rather than contain it.
The committee affirmed its rejection of the proposal to distribute executive authority among three regional governments and form a central government, citing constitutional problems and risks that threaten the country's unity and undermine citizens' confidence in state institutions.
Finally, the committee recommended the formation of a new, unified executive government with defined powers, consistent with applicable laws, ensuring institutional neutrality and functional efficiency, contributing to the success of the electoral process, and fulfilling the Libyan people's aspirations for stability and democracy.
