Guterres: Political division and multiple institutions in Libya hinder holding elections

New York, April 17, 2025 (LANA) - UN Secretary-General António Guterres said on Thursday that Libya continues to face significant political and security challenges.

In his periodic report on developments in Libya, Guterres stated that the people's aspirations for peace and stability have not yet been fulfilled despite more than a decade of conflict.

The report emphasized that the ongoing political division and multiple institutions in Libya hinder the implementation of political requirements, including the holding of free and fair elections.

He added that despite the efforts made, deep disagreements between the main parties continue to stand in the way of reaching a consensus, further complicating the political situation in the country.

On the security front, the report highlighted the active role of the 5+5 Joint Military Commission, considering it an important step towards unifying the Libyan army and coordinating security efforts.

The report emphasized the importance of adhering to ceasefire agreements and withdrawing foreign forces and mercenaries, as this represents a fundamental step towards restoring national sovereignty and establishing stability.

On the human rights front, the report expressed grave concern about ongoing human rights violations in Libya, particularly given the lack of fair trials for many detainees and the presence of detention centers outside the jurisdiction of the judiciary.

The Secretary-General emphasized the need to ensure accountability and implement transitional justice to protect the rights of the country's most vulnerable groups, such as women, children, and displaced persons.

The report recommended strengthening support for political dialogue efforts under UN auspices, providing a safe environment for free elections, supporting the Joint Military Committee in its mission, and enabling humanitarian agencies to safely access affected areas. It also emphasized the importance of addressing the conditions of detainees and ensuring fair trials.
