(Expertise France) concludes E-nable project to promote economic development and digitization in Libya

Tripoli, February 12, 2025 (LANA) - Experts France Foundation-(Expertise France), organized on Wednesday the closing ceremony of the "E-nable" project funded by the European Union and implemented by the Foundation since 2022.

The project, which will end in the year 2025, with a budget of up to five billion euros, aims to enhance institutional capacities in Libya by improving economic policies, diversifying the economy, and enhancing the business environment, in addition to supporting digital transformation and improving access to finance for large and small enterprises.

The Director of (Expertise France) Foundation stressed the importance of the project in enhancing the capabilities of the Ministry of Economy and Trade and relevant authorities in formulating public policies related to economic diversification, encouraging local and foreign investment, and facilitating the business environment.

He said that the project focuses on enhancing cooperation with Libyan partners in economic and financial institutions, including the Ministry of Economy and Finance, the General Authority for Information, the Central Bank of Libya, and private companies, by adopting digital strategies and using modern technical tools to support small and medium-sized enterprises.

He added that the project would improve the ability of economic institutions to access credit by developing a regulatory framework for establishing leasing companies and improving the microfinance and financial technology environment in Libya.

For his part, Deputy Director of Programs at Expertise France, Mohamed Ahmed Al-Aswad, said that the "E-nable" program is part of the programs funded by the European Union, the implementation of which was entrusted to Expertise France.

Al-Aswad explained, that the program is being implemented in cooperation with a group of key partners in Libya, including the Ministry of Economy and Trade, the Central Bank of Libya, the Economic Development Council, the Ministry of Finance, the Ministry of Planning, the General Authority for Information, the Tax Authority, the private sector, the General Union of Chambers of Commerce, and the Libyan Business and Industry Council.

He added that the program cooperates relatively with higher education institutions, including universities and professors specializing in economic diversification, with the aim of promoting sustainable development and diversifying the Libyan economy. He stressed that these partnerships play a pivotal role in the success of the project and achieving its goals in enhancing the capabilities of economic institutions and improving the business environment in Libya.

It is worth noting that Expertise France began its work in Libya in 2016, where it worked to develop a set of innovative tools that supported economic development and digitization, based on previous projects that succeeded in improving economic conditions in the country.
