Di-Carlo: Civil society must unite to end the state of division in Libya.

Benghazi, September 13, 2024 (LANA) - The Under-Secretary-General of the United Nations, Rosemary Di-Carlo, stressed the importance of a free and open civil space, considering that a thriving civil society is an indispensable force for change in order to promote rights.

During her meeting with representatives of civil society and youth and women's organizations in both Tripoli and Benghazi, Di-Carlo added, "Civil society organizations play a very important role in promoting public participation, transparency and accountability," explaining, "The situation in Libya has become more divided than before, and we cannot lose what we have already gained, as women, youth and civil society are the key to political transformation and peacebuilding in Libya."

The Under-Secretary-General noted that next year will mark the 20th anniversary of UN Security Council Resolution 1325 on Women, Peace and Security, and the 10th anniversary of Security Council Resolution 2250 on Youth, Peace and Security, stressing that “the United Nations wants to see more women participating in political and electoral processes.”

She explained that “this is extremely difficult in societies where women traditionally do not play any role in public life, and this is not limited to Libya. In all countries, women face difficulties, including hate speech. This is scary, but there are ways to overcome it.”

Di-Carlo said: “During all my consultations in Libya, I stressed that the role of the United Nations is to support the Libyans to find a solution, not to impose a solution. Our role is to amplify the voices of the Libyans; we cannot find a solution for them. The United Nations fully supports the mission’s efforts to launch a new, inclusive political process that we hope will be a path out of the political crisis and move the country towards lasting peace and prosperity, which is what the Libyans deserve.”

Participants acknowledged the work done by the Mission to improve youth participation and ensure greater gender parity in political negotiations, but called for more meaningful participation and a greater share of women in legislative bodies where they can exercise decision-making powers.
