National Center for Human Rights warns of the impact of repealing immigration laws in Niger on Libya.

Tripoli, December 19, 2023 (Lana): The National Center for Human Rights warned the Libyan authorities, including border guards and residents of the southwestern and eastern border regions, of unprecedented waves of migrants crossing after the laws related to combating migration in Niger were repealed on November 25.

The center said in a statement today that the migration waves may include members of extremist organizations in the Sahel countries who are facing military campaigns because repealing immigration laws will facilitate the expansion of the influence of extremist groups, including Boko Haram in the southern regions of Libya.

It stressed that lifting immigration laws in Niger may increase illegal activities such as smuggling and human trafficking, which contribute to transnational crime along the common border, intensify migration to Libya, and encourage the activity of migrant smuggling and human trafficking networks, crime gangs, and transnational organized crime, which are active in the common border areas, as well as contribute to increasing the flow of migration towards the country.

The center called on the competent Libyan authorities, represented by the Presidential Council and the Ministry of Foreign Affairs, to communicate with the Nigerian authorities and stress the importance of reconsidering the decision due to its negative repercussions on cooperation and relations between the two countries, especially related to issues of border security, immigration, security, and stability in the region.

Niger recently repealed a law that criminalizes smuggling or facilitates illegal migration and stipulates penalties of up to 30 years in prison and fines of up to 45,000 euros for those who trade migrants across the Sahara to Libya, the last stop before crossing the Mediterranean.
