Batili invites the main parties to a meeting to discuss the next steps of the electoral process.
Pulbished on:Tripoli, November 23, 2023 (LANA) - The United Nations envoy to Libya, Abdullah Batili, called on the main institutional parties in Libya to participate in a meeting that will be held in the coming period in order to reach a settlement on the issues of political disagreement related to the implementation of the electoral process.
In his invitation today, Thursday, "Batili" proposed holding a preparatory meeting with the participation of representatives of the Presidential Council, the House of Representatives, the High Council of State, the Government of National Unity, and the General Command of the Libyan National Army to determine the date, place and agenda of the meeting of the leaders of their institutions, and the outstanding issues that must be resolved to enable the High National Elections Commission to meet, to commence implementation of the election laws issued by the House of Representatives.
The UN envoy considered that for the first time since the faltering holding of elections on December 24, 2021, Libya now has a constitutional and legal framework regulating the elections, calling on the main actors to “move in good faith to the next stage of efforts aimed at achieving the desired common goal, which is holding free, fair, transparent and inclusive elections for all that meets the aspirations of the Libyan people.”
Batili renewed his call to all Libyan parties to demonstrate their commitment to achieving national unity, peace and stability in their country, Libya, by positively engaging in the efforts he is making to break the political stalemate.
The United Nations mission said, on its Facebook page, that Batili’s invitation is consistent with Security Council Resolution No. 2702 of 2023, which took note of the two election laws approved by the House of Representatives, and confirms the Council’s support for the mediation role and good offices undertaken by the Special Representative in order to promote an inclusive political process led by The Libyans themselves, and calls on all parties to redouble their efforts to resolve the outstanding controversial issues at the political level, through a dialogue facilitated by the United Nations and in a spirit of compromise, and to provide full support to Batili and the mission in implementing their mandate.
The UN mission added that, in parallel with the preparatory meeting, and in order to ensure the principle of inclusiveness in the political process, “the UN envoy intends to hold focused consultations with a broader spectrum of other Libyan parties so that institutional actors can take their proposals on how to settle the outstanding controversial issues and pave the way for holding elections, during their negotiations. These stakeholders include political parties, military and security actors, sheikhs and notables, cultural and linguistic components, academics, and representatives of youth, women, and civil society.
