The House of Representatives' Foreign Committee organizes a symposium entitled (The institutional reality of Libyan embassies abroad in light of the reports of the Libyan regulatory bodies).

Benghazi, November 16, 2023 (LANA) - The Foreign Affairs and International Cooperation Committee of the House of Representatives, in cooperation with the Center for Public Administration and Institutional Development at the University of Benghazi, organized a symposium entitled (The institutional reality of Libyan embassies abroad in light of the reports of the Libyan regulatory bodies towards clear visions for institutional improvement).

       The symposium was attended by a number of members of the House of Representatives, in addition to a number of former ambassadors, academics, advisors and specialists in this field.

The Chairman of the Oversight Bodies Follow-up Committee in the House of Representatives, Zayed Hadiya, delivered a speech on his behalf and on behalf of the Chairman of the House Foreign Affairs and International Cooperation Committee, during which he stressed that the deterioration of the institutional structure of the Ministry of Foreign Affairs, especially the embassies and diplomatic missions, caused the deterioration of its administrative and financial conditions, which affected Libya’s image abroad. Pointing out the House of Representatives’ keenness to have academics and technocrats participate in addressing this issue comprehensively to reach the best recommendations based on the reports of the Administrative Oversight Authority and the Audit Bureau.

       The symposium aims to open a scientific and professional discussion on one of the most important dimensions of development and institutional improvement of the reality of Libyan embassies abroad and to re-evaluate the laws, decisions and regulations related to diplomatic and consular work and the controls for selection and work in Libyan embassies abroad, as well as diagnosing solutions and proposals for institutional improvement in light of the abuses and violations revealed by the Audit Bureau’s reports. Libya during the period from 2012  until 2022, and to identify the extent of the existence of a clear database of embassies in terms of their number, the size of their diplomats, as well as attaches related to other sectors such as work, health, higher education, the armed forces, and other sectors of public policies and government administration in the country.

     The symposium included several topics, the most important of which was the assessment of the legislative reality of diplomatic and consular work and the selection controls for working in Libyan embassies abroad, the reality of the administrative and financial institutional performance of Libyan embassies abroad in light of the documents of the Libyan Audit Bureau and the Administrative Control Authority, as well as the development of databases related to Libyan embassies abroad in terms of number, The actual needs of embassies and representation, the number of diplomats, the number of envoys, sectors related to embassies, and developing solutions and proposals for development and institutional improvement of Libyan embassies abroad in terms of controls for the correct selection of employees and reform and control of financial performance.

       The symposium also witnessed the presentation of a number of research papers and presentations by a group of faculty members, experts, former ambassadors, and specialized advisors, which focused on the institutional reality of Libyan embassies abroad, the reality of the reports of regulatory authorities regarding the performance of the embassies, and proposals about developing the work of the Libyan embassies.

The symposium, which was held today, Wednesday, at the headquarters of the House of Representatives in the city of Benghazi, concluded with the handing over of certificates of thanks and appreciation to the participants.
