In an interview with Lana Minister of Planning says more than 17 billion dinars have been released for development budget to activate 2847 projects.
Pulbished on:Benghazi, 25 December 2021 (Lana) - Planning Minister Fakher Miftah Bufarna confirmed that since taking office in the Government of National Unity in March, the Ministry has begun work to activate transformation and reconstruction projects in Libya through article III of the state's general budget.
In an interview with the Libyan News Agency, Minister Bufarna said that article III of the general budget was known as the development budget and was regulated by Law No. 13 of 2000 on planning, and was prepared separately from the administrative budget regulated by its law and the state financial system law, consisting of section 1 (salaries and other benefits), article II on (administrative expenses), section 4 (support) and section 5 on (emergency). The Minister explained that as a result of IMF advice, the development budget had been merged with the general budget, so the development budget had been included in article III, related to transformation plan. The Minister indicated that the GNA after gaining confidence on March 10, presented the draft budget to the House of Representatives, noting that when he took over he found that the financial committees had worked on preparing it.
The Minister said the government relied in its estimates on the budget of the previous year based in accordance with Law No. 3 of 2020 issued by the House of Representatives for the benefit of the interim government, after adjusting it according to the foreign exchange rate, pointing out that the budget of article III (development) was estimated at the value of 17 billion, 490 million and 530 thousand dinars, and that the opening of letters of credit for the Ministry of Planning took place last August, and the Ministry had to exchange on the basis of 8/12 due to the past Eight months of the fiscal year and the allocated value is 17 billion dinars.
"This is the first time that a third article of the budget has been disbursed since 2013," Buferna said, noting that there are companies with seven years to which they have not received any clearnaces and have not come to Libya. By allocating these funds in government accounts, he said, we have lend government agencies a strong negotiating card with the executing companies, and that the government is in a race against time to activate the rest of the non-completed projects.
In response to a question from the Libyan News Agency about some of the projects that the city of Benghazi received from the budget, the Minister of Planning explained that the government issued resolution 672 for 202 to allocate the rest of the amount planned in the development budget, which amounts to 5.65 billion dinars, divided into a number of projects and executive agencies. He pointed out that an amount of 250 million dinars was allocated to the Urban Development Agency in the eastern region, and an amount of 100 million dinars was allocated to the Benghazi and Derna Reconstruction Fund, in addition to an amount of 102,880 million dinars for the maintenance of the sports city of Benghazi.
The Minister urged debt holders and entrepreneurs to submit their contracts to the relevant ministries, as they have specialized technical teams who know the merits of the projects, to refer all documents to the Ministry of Planning with a request for financial authorization so that the Ministry of Planning can do what is necessary on these debts.
