Prime Minister of Government of National Unity addresses Supreme Council of Local Administration.
Pulbished on:Tripoli, 8 July, 2021 (Lana) - Prime Minister of Government of National Unity, Abdul Hamid al-Dabaiba announced the allocation of 500 million dinars as a first phase of Chapter Three of the public budget to address the urgent bottlenecks facing the municipalities, stressing the supplementing of this amount with other additional amounts according to nature of the stage.
In his speech during the activities of the first day of the meeting of the Supreme Council of Local Administration in the capital, Tripoli, Al-Dabaiba confirmed that permission has been granted to start the national programme for the transfer of competencies, through which municipalities will be empowered to exercise their legally contracted competencies.
The Prime Minister indicated that the Minister of Housing and Construction and the Minister of Local Government were directed to actually transfer these competencies to the municipalities, which include and are limited to environmental sanitation, building permits, demolition and maintenance, and implementing plans, in addition to managing public space and projects of a local nature.
In his speech, Al-Dabaiba explained that local revenues have been activated and municipalities have been enabled to collect their local revenues represented in fees and returns on local services of all kinds and fees on municipal papers and in this regard, stressing that the Ministry of Finance has been assigned to print the financial receipt for this.
He also called on the municipalities to directly supervise the branches of the Municipal Guard and to establish a Municipal Guard branch for each municipality in accordance with the provisions of the law, in order to activate the municipalities in a real way.
