Security Adviser Robert O'Brien said that efforts by foreign powers
to exploit the conflict in Libya pose a threat to regional stability
and global trade.

urged all parties to allow the National Oil Corporation in Libya to
resume work in full transparency, implement a solution without the
use of military force in Sirt and Jufra, respect the arms embargo

He noted that the United States is deeply disturbed by the escalating
