Tripoli, 21 June 2022 (Lana) The Head of the High National Election Commission 'HNEC' Emad Al-Sayyah, confirmed that going towards a referendum on constitutional basis would give it legitimacy from the Libyan people.
"If it was agreed to hold a referendum on the constitutional basis , the period required by the Commission to complete this entitlement will not exceed 70 days from the date of receiving the referendum law" ,He said in a press statement.
Al-Sayyah referred to the force majeure circumstances that led to failure of conducting elections last December 24th,and said that these circumstances consisted of a number of difficulties and obstacles that faced the implementation of electoral processes ,and prevented their completion out of the commission's control.
