Public Prosecution orders detention of Minister of Health, and Undersecretary of Minister.

Tripoli, 26 January, 2022 - Public Prosecutor ordered the provisional detention of the Minister of Health, Ali Al-Zanati, and Undersecretary of the Ministry, Samir Koko, “, in a case of financial irregularities reached by the Audit Bureau.”

As part of the follow-up of the Public Prosecution Office of the procedures for evaluating the performance of the employees of the Ministry of Health in terms of efficiency, effectiveness, and compliance with the applicable laws, regulations and financial regulations.

The Chief Public Prosecutor in the Attorney General’s Office initiated the investigation procedures into the financial irregularities reached by the Audit Bureau’s employees regarding the implementation of the development budget allocated to the health sector.

 Among a number of procedures, on Tuesday, 25/1/2022, the investigator undertook the interrogation of the Minister of Health and the Undersecretary of the Ministry of Health, regarding the failure to observe the regulation of administrative contracts in sector contracts and the failure to adhere to the standards for the use of contracting tools, in particular their carrying out the work of supplying units Generating oxygen with price increase of up to 1000% of the market selling price, and contracting by direct assignment to carry out some works after the date of their receipt from the competent department; And contracting by way of direct assignment with companies established on 10/8/2021 despite their lack of financial capital and insufficient experience to carry out the contracted works. As there is sufficient evidence for the charges against them, the public prosecutor decided to be remanded in custody for further investigations.
